On October 9, 1965, Elsie Frost spent the afternoon at Snapethorpe School's sailing club on Horbury Lagoon, a flooded gravel quarry next to the Calder and Hebble canal. When she and her friends left between 3:50 pm and 4:00 pm, Elsie took a slightly different route from the others, avoiding a partially flooded tunnel, possibly to prevent her new shoes getting muddy. She was attacked while walking through a tunnel underneath the railway line that runs between Wakefield Kirkgate railway station and Horbury. She was stabbed in the back, head, and hand, with one wound piercing her heart. Her body was found at the bottom of the ABC steps by a dog walker. A post mortem examination showed Elsie had died of blood loss and shock due to multiple stab wounds.

Despite a massive manhunt involving approximately 12,000 people being interviewed, mostly men and teenage boys, the original investigation made critical errors. A railway fireman named Ian Bernard Spencer was falsely accused and charged, but was acquitted at trial in March 1966, though he was repeatedly questioned about other crimes. Peter Pickering, dubbed the Beast of Wombwell, was identified as a likely suspect just days after the murder, and Scotland Yard sent a file on him to West Yorkshire Police on October 13, 1965. However, the file was returned on October 25 as the force could not trace him and believed they had already identified the killer. The case remained uninvestigated for nearly 50 years. In 2014, Elsie's sister Anne Cleave contacted BBC Radio 4's iPM programme, initiating a campaign to reopen the investigation. West Yorkshire Police reopened the case in 2015, following pressure from Elsie's siblings Colin Frost and Anne Cleave. The new investigation, called Operation Plainlake, produced 100 lines of enquiry. Peter Pickering was arrested in 2016 and interviewed over two years regarding the murder. At the time of Elsie's murder, Pickering was wanted for two serious sexual offences against 16-year-old girls in North Yorkshire. In the days before the murder, he had written an angry letter to his then-girlfriend who had retracted an alibi for those earlier offences. The coroner noted this demonstrated Pickering being in a state of rage, and police interpreted this as indicative of his intention to kill a stranger. Pickering's house had been placed under surveillance in the days following Elsie's murder. He evaded detectives by dressing as a woman and escaping after a car chase. Pickering died on March 24, 2018, at age 80, just days after being convicted of raping an 18-year-old woman from weeks before Shirley Boldy's 1972 murder. At the time of his death, West Yorkshire Police confirmed they were close to charging him for Elsie's murder. A new inquest was held at Wakefield Coroner's Court in 2019. Detective Chief Superintendent Nick Wallen of West Yorkshire Police stated he was in 'no doubt' that Peter Pickering was responsible for Elsie's murder. In November 2019, the inquest concluded that Elsie had been unlawfully killed. The coroner described Pickering as 'devious' and 'dangerous.' The inquest also resulted in the quashing of the original 1965 inquest findings, clearing Ian Bernard Spencer's name. Elsie's brother Colin and sister Anne expressed that while the inquest provided important findings, they could never have 'complete justice' without a prosecution.
