Arturo Ochoa Sanchez is wanted for the homicide of 39-year-old Tamara Moats. Authorities allege that Arturo strangled Tamara to death with her own belt and bound her feet with electrical cord. Arturo had also allegedly raped Tamara’s body. DNA evidence led to a warrant being issued for Arturo’s arrest in 1995. By then he had already been deported to Mexico and remains at large.
