Circumstances of Offense:

On the morning of October 8, 1995, a passerby made a grim discovery along Caliente Road, approximately one mile north of Oak Hill Road in Oak Hills, California. The bodies of two young women, later identified as Valerie Ortiz and Teresa Mendez, both 20 years old, were found at the scene. Both had sustained gunshot wounds, and it was determined that they were shot at the location where they were found. Victims' Backgrounds and Last Known Movements Valerie Ortiz and Teresa Mendez were residents of El Monte, California. They were last seen alive between 8:30 p.m. and 11:30 p.m. on Saturday, October 7, 1995, in their hometown.
