Summary:
Jesse Enrique Monarrez is wanted for the homicide of 25-year-old Robert Orozco. Robert went to a housing project to collect an unpaid drug debt from Jesse and his fellow gang members. Jesse confronted Robert and followed him to an alley. Jesse and an accomplice then chased Robert for two blocks and allegedly shot him to death. Jesse has ties to El Paso, Texas and his native country of Mexico.
