Summary:
Around 6PM on January 2, 1999, Mikelle Biggs and her sister, Kimber, were playing outside their family’s home with a few kids from their neighborhood. Mikelle and Kimber’s mother, Tracy Biggs and her cousin, were sitting on the front porch swing watching the girls play. Both Tracy Biggs and her cousin decided to go inside the house. Within five minutes, Kimber went inside and told them the ice cream man hadn’t come. Tracy told Kimber to go outside and tell Mikelle to come in the house.

Circumstances of Disappearance:
Kimber went back outside only to come back in the house a few minutes later saying she couldn’t find Mikelle anywhere. Mikelle’s purple bike was lying on the pavement with one of the wheels still spinning. Mikelle’s ice cream money was on the ground next to her bicycle. There was approximately a 90 second window when Mikelle was outside by herself. Tracy checked with neighbors, but no one knew where Mikelle was. Tracy called one of her friends who also lived in the neighborhood, who called their church, then Tracy called the police. By the time police arrived, there were 50-60 people already looking for Mikelle in the neighborhood. Police quickly determined that Mikelle was not hiding and had not run away. Police conducted door to door interviews, on foot searches and helicopter flyovers. It was one of the largest searches for a missing person in Arizona history. Police believe that one of the Biggs family’s neighbors, Dee Lee Blalock, kidnapped Mikelle during that 90 second window. Dee Blalock was classified as the most serious level of sex offender at the time of Mikelle’s disappearance. Initially Blalock’s wife and her sister gave Blalock an alibi saying he was inside their home with them. In October of 1999, Blalock was charged in an unrelated case with seven felonies for the physical and sexual assault of a neighbor and sentenced to 187 years in prison. After Blalock went to prison, his ex-wife and former sister in law recanted their statements regarding Blalock’s alibi. They both stated Blalock was gone from about 5:30PM to 7:30PM. Blalock has denied any involvement in Mikelle's disappearance.
Additional Details:
Five years after Mikelle’s disappearance, her family held a funeral service for her. Mikelle’s family is still looking for closure.
