Circumstances of Offense:

Prior to Jessica’s homicide, she had been reported as a runaway and Carlos had been abusive to her. They were in a motel room when Carlos allegedly severely beat Jessica and strangled her to death. Carlos remains a fugitive to this day. He has family ties in Houston, Texas and possibly Michigan. He is most likely travelling between Texas and Mexico.
