Summary:
Carlos Mendez is wanted for the homicide of Eraclio Ortiz. Authorities say that Carlos and 11 other members of a gang pulled up to an apartment complex in two vehicles. Carlos got out and walked towards two people with a gun. The two noticed the gun that Carlos had and tried to run away from him. Carlos chased after them and as one of the two tried to get inside an apartment room, Carlos allegedly fired several gunshots. Eraclio Ortiz, who looked through his window, was shot to death.
