Summary:

In 2014, Relisha Rudd was living with her mother Shamika Young at the D.C. General Shelter. Kahlil Tatum was a 51-year-old janitor at the shelter and had a felony record for burglary, larceny, and breaking-and-entering. Tatum was imprisoned from 1993 to 2003 and again from 2004 to 2011. He was hired as the shelter janitor by the Community Partnership for the Prevention of Homelessness, a contractor which operated the D.C. General Shelter and reportedly "other city homeless programs". Tatum was known for inappropriately fraternizing with shelter residents and for paying particular attention to young girls. Tatum befriended Young, bought her daughter a tablet computer, and took her to see Disney on Ice. Eventually Young allowed Tatum to take the girl away overnight, allegedly to stay with him and his grandmother.

Circumstances of Disappearance:

Relisha Rudd disappeared from a homeless shelter where she lived with her family in Washington D.C. She was last seen on security footage on March 1, 2014, with a janitor from the shelter, Kahlil Tatum. Relisha attended a nearby elementary school and had suddenly stopped showing up in February. When the 8-year-old was officially reported missing, she had not been seen for weeks.

Additional Details:

Authorities believe that Rudd was with 51-year-old Kahlil Malik Tatum. The Metropolitan Police Department confirmed on April 1, 2014, that Kahlil Tatum was found deceased in the area of the Kenilworth Park & Aquatic Gardens in Northeast, Washington, D.C. The search for Relisha Tenau Rudd continues. During the search for Relisha, it led officers to a Red Roof Inn in Prince George’s County, Maryland on March 20, 2014. Inside, they found Kahlil Tatum’s wife, Andrea shot to death. A press release issued by the Metropolitan PD on April 1, 2014, stated that on March 31, 2014, around 12:30 p.m. the Metropolitan Police Department located “an adult male, who appeared to have sustained an apparent gunshot wound and did not show any signs of life” in the Kenilworth Park and Aquatic Gardens in Northeast Washington, D.C. The body was identified as Kahlil Tatum. The girl was still nowhere to be found.
