Circumstances of Offense:
Angelo was at the mall food court where authorities say that William was watching him. William was wearing a mask and kept his head down out of view. Angelo went to use the washroom and William proceeded to follow him. As Angelo came out, William allegedly shot Angelo from behind, killing the teenager. William then fled the mall and has been wanted ever since. Publicizing juvenile suspects, even if they are charged as adults is normally not permitted under Maryland law. Officials have made an exception here since assistance from the public is needed to find William and to ensure public safety. Authorities say that Angelo was targeted but have not disclosed a potential motive. A year earlier, Angelo was shot and wounded in another incident. No arrests were ever made in that case and it’s not clear if the incidents are related. William has ties to New York (including Brooklyn) and Virginia. Considering his age, he is clearly getting assistance in evading law enforcement.
