Franklin thanked both the US Marshall's Service and the Montgomery County, Maryland Sheriff's Department. Wagoner went missing from Orlando, Kentucky on October 14, and Franklin reported that her family has been informed. Father's Statement: "Wynter has been found. She is safe and that's about all the information we can give at this time," Wagoner said. "It's very, very new - it just happened so the details are not clear at the moment. I don't want to give any misinformation (and) I hope you understand...I do also want to say thank you for all the efforts in trying to find my daughter and all the prayers for her safety. We do truly appreciate it and are so thankful she's okay."

Circumstances of Disappearance:
Wynter was last seen on Oct. 14, when she was picked up early from school by her foster parents. It was reported that she was not feeling well and was resting at home, but when her parents went to check on her at dinnertime, they discovered she was gone. Wynter had been living with a foster family at the time she vanished. Father says while he was in jail, Wynter’s mom had gotten into some trouble and that’s why Wynter was at the foster home. But he says Wynter told him she didn’t want to stay there. From Father: Just homesick, is what I feel like. She never gave me any specific reason because she’s always claimed that they were very good to her and from what I’ve seen they’ve always been very good to her. They took care of her, they took her in at a bad time in her life. The night she went missing, Wynter’s dad tells us she was messaging her cousin about running off to Florida. The last text she sent, she told cousin that she had loved her, that she had to get off and then she wrote her back and she said, ‘I love you’ and the foster dad said he checked on her like 15 or 20 minutes after that and she was just gone. Nowhere to be seen. Father tells us the foster family checked their trail cameras and neighbors checked their ring door bells, but nobody saw anything.
Additional Details:
Father says he’s learned Wynter has access to a second phone number. He’s asking anyone who knows what that number is to come forward. The Rockcastle County Sheriff’s Office announced that investigators have conducted numerous interviews, reviewed surveillance footage, and continue to follow up on tips. Multiple land and drone searches have been carried out. Officials say they will not release any information that could compromise the investigation. Officials have been executing ground searches on the wooded area behind the home where she was last seen, as well as a drone search. One of the family members at the press conference claimed off camera that Wynter had called her first cousin before her disappearance. That call is currently being investigated by the FBI. Officials said that since she went missing, Wagoner’s social media accounts have gone silent. Father's plea: “If it’s somebody who’s afraid to let her go, just let her go. I won’t say a word to you. Just let her come home safe. I’d give my life for her. I’d switch spots in a heartbeat.” From aunt: “She’s not an outdoor girl. She’s more of a Netflix and chill kind of girl. She didn’t walk out of those woods. She didn’t go run into the woods. Someone has had to have got her and picked her up and took her out of there."
