Summary:
Detectives are investigating a collision that left a man dead. Around 9:04 a.m. November 01, 2025, officers responded to the area of 23rd Avenue and Baseline Road regarding a man later identified as Latwan Xavier Dossie, who was found next to the road. The Phoenix Fire Department arrived on the scene and pronounced the man deceased. Officers suspected the man may have been struck by a vehicle, so the area was closed off to wait for detectives to respond.

Detectives from the Vehicular Crimes Unit responded to assume the investigation and process the scene. At this time, it is unclear how the collision occurred, but detectives are canvassing the immediate area and local businesses for surveillance footage. Evidence at the scene led detectives to believe that a possible vehicle involved is a gray-colored Audi.
