Summary:
Ashley Nicole Franklin, 37, from Hagerstown, Maryland, was charged with 1st-degree child abuse, involuntary manslaughter, and neglect related to the April 2021 death of her 10-month-old daughter. She failed to appear for trial in March 2024 and was arrested in Georgia in August 2024. Circumstances of Offense:
Hagerstown Police Department officers responded to the 300 block of S. Mulberry St. in April of 2021 for an unresponsive baby. Officers administered CPR and the child was taken to Meritus Medical Center. The 10-month-old female was pronounced dead at the hospital despite continued life-saving efforts. The Baltimore Office of the Medical Examiner autopsied the body, launching an investigation by HPD detectives. The cause of death was inadequate food resulting in starvation.

Ashley Nicole Franklin, 34, Hagerstown and father, William Antonio Conyers, 27, of Hagerstown were indicted with multiple charges. Franklin failed to appear in court in August 2025. She has since been convicted and sentenced to 90 years imprisonment with parole eligibility after 45 years. Maryland’s court records database confirms that she still has an active warrant as of this posting. Update (05/21/2026): Franklin is now a Major Case for the U.S. Marshals Service. According to their Facebook page, she also has ties to Washington D.C. and Virginia.
