On the evening of November 17, 2025, officers responded to the area of Broadway Avenue and Jones Road in the Slavic Village neighborhood of Cleveland after receiving a call for unknown trouble around 10 p.m. Officers found two vehicles involved in a crash and Heaven Williams lying in the street without a shirt, unresponsive. She was assaulted during what police initially categorized as a road rage incident, though family members suggest it may have been a targeted attack. Investigators state the suspect hit Williams with a car before leaving the scene. An arrest warrant for Dachelle Carter for aggravated murder was issued the next day, November 18, 2025.

Carter has a history of violence. In April 2025, she was charged with two counts of domestic violence and two counts of endangering children after punching two relatives in the face and threatening to kill everyone with a screwdriver. A warrant for those domestic violence charges was filed November 6, 2025—just 11 days before Williams was killed. Videos of the November 17 incident circulated on social media showing a large fight involving Williams and several men and women. No arrests have been made as of late 2025, though Carter is wanted on a single count of murder with potential for additional charges. Police had no other suspects under investigation. Heaven Williams' mother, Latanya Williams, has expressed frustration at the lack of progress in the case.
