Jessica Roach, 15, was last seen September 20, 1993, riding her bicycle near her home in Georgetown, Illinois. Her remains were found in a cornfield near Perrysville, Indiana in November 1993. Hall was arrested after police traced his van's license plate 85B3752 through witness reports of stalking incidents in May and October 1994. During interrogation, Hall confessed to kidnapping Roach, tying her with rope, raping her, and strangling her. He recanted his confession the next day but was convicted at trial in June 1995. His conviction was vacated on appeal in 1996 on evidentiary grounds, he was retried in 1997 and again convicted, and his conviction was upheld on appeal in 1999.
