Circumstances of Offense:

The shooting occurred inside a business in central McAllen, on North Ware Road. A 911 call was made just before 4 p.m. reporting a victim on the floor possibly shot and not breathing. Responding officers confirmed the victim was 'not responsive,' had no pulse, and appeared to be injured by gunshot. Eddy Betancourt, 61, was found by McAllen police officers responding to a business in the 800 block of North Ware Road Saturday shortly before 4 p.m. following a report of an unidentified person finding the victim.

Additional Details:

On December 28, 2025, a warrant was issued by the McAllen Police Department for MATA-RIOS' arrest for the murder of Eddy Betancourt. Public notification of this suspect was deferred to allow the suspect to surrender. The suspect indicated his intent to surrender to the McAllen Police Department for this charge but he has not done so to date. MATA-RIOS is believed to have crossed into Mexico on December 28, 2025. Investigators released photos of Reynaldo Mata-Rios crossing through a U.S.-Mexico Port of Entry in a red truck on Dec. 28, 2025, a day after Betancourt was found dead in his office located on the 800 block of North Ware Road. Investigators identified the driver as 61-year-old Leonel Perez Delgado of Pharr. Police say Delgado intended to delay the arrest, harbor or conceal Mata-Rios by driving him out of the country. Leonel Perez Delgado was arrested at the Hidalgo Port of Entry on Wednesday morning as he attempted to enter the United States. He was arraigned on a charge of hindering apprehension or prosecution and given a bond of $20,000. Governor Abbott formally called for Mata-Rios' extradition from Mexico. In a statement issued, the governor demanded that Mexican President Claudia Sheinbaum and the Mexican government coordinate with U.S. authorities to return Mata-Rios to Texas to face justice.
