Circumstances of Offense:
On January 29, 2025, at approximately 4:06 AM, McKinney Police responded to reports of a shooting at a residence in the 2500 block of Collin McKinney Parkway. Officers discovered 19-year-old Vicente Segoviano with a gunshot wound to the chest. He died at the scene. Later that evening at approximately 7:30 PM, officers conducted a traffic stop in the Glen Oaks/Stonebridge area and arrested two suspects: Hassan Muhsen and Conner Gebhardt, both 19 years old at the time. Both were charged with capital murder. Muhsen was booked and later released on a $1 million bond with conditions including passport surrender and wearing a GPS ankle monitor.

Following his release on bond in early 2025, Muhsen was under electronic monitoring. On April 24, 2026, at approximately noon, authorities received an alert indicating Muhsen had tampered with his ankle monitor. A warrant for capital murder was issued the same day out of Collin County. Muhsen has not been apprehended as of May 2026. The Texas Department of Public Safety added Muhsen to its Texas 10 Most Wanted list on April 29, 2026. He was named the Featured Fugitive for May 2026, with increased rewards totaling $11,000 ($6,000 from Texas Crime Stoppers for tips received in May, plus $5,000 from the U.S. Marshals Service). The victim's mother, Krystan Davis, has spoken publicly about the case, expressing frustration with the judicial system and concerns about the response to the monitoring alert after Muhsen cut off his ankle monitor. Muhsen's co-defendant, Conner Gebhardt, remains incarcerated. Muhsen is considered armed and dangerous.
